Despite the fact that Paraguay is a small South American country, the country is visited and toured regularly because of its landlocked, swampland, timberland, savanna, scrubland, and unsettled wilderness features, and the Gran Chaco. In 1997, the country was in a spirit of buttressing its economy and society, so the Law No. 1016 was introduced and passed. In accordance, the ComisiÓn Nacional de Juegos de Azar (CONAJZAR) was created as the regulatory body pertaining all activities and facilities of gambling in Paraguay.
While all forms—literally—of gambling are legal and allowed in all regions of Paraguay, casinos can only be operated in Alto Paraná, AsunciÓn, Caaguazú, Central, Cordillera, Itapúa, and San Pedro. Accordingly, the gambling industry of Paraguay is not as impressive as its counterparts of other South American countries. The CONAJZAR could not — and have not been able to — attract big investors and hotels to build casinos in Paraguay.
Current Gambling Climate
The CONAJZAR is officially tasked with the licensing, auditing, monitoring, and regulation of gambling facilities and activities in Paraguay. Therefore, gambling and participating in any casino activity is flawlessly legal. However, the number of casinos in Paraguay — when compared to other South American countries — is a major drawback. The total number of casinos fully operational within the length and breadth of the country is just nine.
Most activities and facilities of gambling are particularly popular in Paraguay. Worest Casino – Asunción is the largest casino in Asunción and the whole of Paraguay.

General: Paraguay, officially the Republic of Paraguay, is a landlocked country in South America. It is bordered by Argentina to the south and southwest, Brazil to the east and northeast, and Bolivia to the northwest. As of 2009 the population (concentrated in the southern part of the country) was estimated at 6.3 million. Most of the population are 'mestizos' (mixed, people of mixed Spanish and native American descent) and are distributed unevenly throughout the country. The vast majority of the people live in the eastern region, most within 160 kilometres of Asuncion, the capital and largest city. The Chaco, which accounts for about 60% of the territory, is home to less than 2% of the population. Paraguay gained independence from Spain in 1811. Silvio Pettirossi Airport (ASU) is located about 15km from the centre, or about 30 minutes drive (+/- 10 minutes depending on traffic). Direct flights from Europe or the US are not available. European and American carriers fly to Asuncion via Sao Paulo (Brazil) and Buenos Aires (Argentina).
Taxis: Taxis are the most efficient and reliable form of transportation in Paraguay. Taxis are expensive compared to other services in Paraguay, and only in Asuncion they use meters. Outside Asuncion make sure you agree on a price before you get into the cab. You can hail a taxi on the street or get one from a taxi rank, found near major hotels or in the city centre. Most taxi drivers do not speak English and it can be difficult to find a taxi at night, so it is advisable to order a taxi through the hotel or restaurant and ask them to explain to the taxi driver where you want to go.
Currency: The national currency unit of Paraguay is the Paraguayan Guarani (PYG), plural Guaranies. The symbol for PYG can be written G. The guarani was divided into 100 centimos but, because of inflation, centimos are no longer in use. The Paraguay currency is available in only paper form. The denominations of the guarani are 1000, 5000, 10000, 20000, 50000 and 100000 guaranies. The guarani is currently the least valued currency unit in the Americas. At some stage in 2011, the Paraguayan guarani is expected to be revalued as the Nuevo guarani (PYN) in the ratio of 1000:1. The approximate exchange rate on 1st February 2011 was: 1 Euro = 6346 PYG, 1 US$ = 4635 PYG, 1 GB£ = 7365 PYG.
Money: Traveller's cheques are not widely used. ATMs are widely available, many accepting American Express, Cirrus, Maestro and Visa cards. You may be asked to provide identification, such as a passport, if paying for items with a credit or debit card. When exchanging money, false banknotes are common so it is advisable that you use registered banks or bureaux de change. There are plenty of banks and money exchange companies in the commercial area in the city centre of Asuncion and in shopping centres in Villa Morra. There are no restrictions on the import or export of local or foreign currency.
Casinos: Gambling in Paraguay is legal in the casinos only. There are just a few casinos and only in the major cities. Tourists and locals visit the casinos alike. The minimum gambling age in Paraguay is 18. The same applies for alcoholic drinks. A valid passport or ID is required to enter a casino.
